Hailing Heastie

Assemblymember Carl Heastie was elected as Speaker of the New York State Assembly on Tues., Feb. 3rd.

In the chamber’s 238-year history, Heastie becomes the first African American to hold the position.

He was selected to replace Sheldon Silver, who was forced to step down in the aftermath of federal corruption charges.

The resignation of Silver, who led the State Assembly for 21 years, was effective by midnight on February 2.

That evening, Assembly Democrats unanimously voted to elect Heastie; a full Assembly vote took place on February 3.

“I am proud of the vigorous debate and discussion among all of my colleagues that brought us to today,” Heastie said in a statement.

As Speaker, considered one of the most powerful positions in the state’s government, Heastie will direct the flow of legislation, set committee assignments and direct budget negotiations with Governor Andrew Cuomo and the Republican-controlled State Senate.

Heastie’s path to replacing Silver was aided on January 30 when Assembly Majority Leader Joseph Morelle, a Democrat from Rochester, dropped out of the race.

Another challenger, Queens Assemblywoman Catherine Nolan, conceded on February 2.

In 2000, Heastie was elected Assemblyman of the 83rd District, which includes the Wakefield, Eastchester, Baychester, Williamsbridge and Edenwald section of the Bronx.

As a legislator, Heastie is perhaps best known for sponsoring the Wage Theft Prevention Act in 2011, which installed stiffer penalties for employers that steal wages from employees.

He also introduced a bill that increased the number of green taxis that can accept street hails in the outer boroughs, and sponsored a law that releases domestic violence victims from lease obligations if it is found that remaining in the residence would be dangerous to the victim.

The head of the Assembly’s Labor Committee, Heastie has long called for additional increases in the state’s minimum wage.

Speaking at a breakfast for organized labor workers in May 2014, Heastie remarked, “Raising the minimum wage for organized workers is the key to a good economy for all of us ― when workers have more money, they put it right back into the state’s economy.”

Heastie has also advocated vigorously for new schools in his district.
Often referred to by colleagues as a coalition builder with a low-key personality, Heastie will be pressured to crack down on corruption in an Assembly still reeling from the Silver scandal.

In a statement, Heastie expressed a commitment to make the State Assembly “more open, transparent, and accountable to the voters.”

He called for a new Office of Ethics and Compliance led by a non-legislator, new limits on how much outside income lawmakers can earn and greater reporting of outside income and legislative stipends.

Heastie himself has endured previous questions regarding his expenses, with critics pointing to his having claimed the third most reimbursements in the Assembly.

But local lawmakers and community groups who supported Heastie’s appointment remained confident that he is a solid choice for the role, and offered words of congratulations.

“I had the pleasure of serving with Carl Heastie in the Assembly and can think of no better person to lead the chamber moving forward,” said Sen. Adriano Espaillat in a statement. “He is an energetic, thoughtful and committed legislator who puts the people first. I look forward to continuing to work with him to forward progressive policies in New York State.”

Also lauding the choice was Mayor Bill de Blasio, who delivered his State of the City address on Tuesday.

“New York City needs a strong voice in Albany—and the election of Carl Heastie as Speaker of the State Assembly will ensure that our needs are heard and met. There is a lot of work ahead, including increasing affordable housing, expanding quality education programs, and lifting wages. My team and I look forward to working with Speaker Heastie and the legislature to push an agenda that moves New York forward.”

“Speaker Heastie’s credentials speak for themselves,” stated Bronx Borough President Rubén Díaz Jr., who served with Heastie in the Assembly.

Díaz also referenced the historic nature of Heastie’s appointment.

“The impact of Speaker Heastie’s trailblazing path to the speakership cannot be understated,” said Díaz. “Here, during Black History Month, we have elevated an African-American man of tremendous ability and accomplishment to the pinnacle of New York State government.”

Carl Heastie fue elegido como presidente de la asamblea del estado de Nueva York el martes 3 de febrero.

Como legislador, Heastie es quizás mejor conocido por proponer la Ley de Prevención de Robo de Salarios en 2011, que instauró penas más severas para los empleadores que roben salarios de sus empleados.
