New York State has unveiled a program that will cover the application fee for U.S. citizenship for an estimated 2,000 low-income immigrants, with winners to be selected by a lottery. The initiative, dubbed NaturalizeNY, is an effort to assist immigrants for whom the existing $680 fee for a citizenship application is a financial obstacle. Open until September 23, the lottery is aimed at immigrants with modest incomes that are not low enough to qualify for the federal fee waiver. New York State Secretary of State Rossana Rosado announced the program on July 13 at the Center for Community and Ethnic Media (CCEM) at the City University of New York’s School of Journalism. The following day, Governor Andrew Cuomo also held a NaturalizeNY event at John Jay College of Criminal Justice with immigration advocates and elected officials. Rosado hailed NaturalizeNY as the first public-private partnership of its kind in the United States, and said the program will provide free eligibility screenings and help with citizenship applications, in addition to the fee waivers. The Robin Hood Foundation and New York Community Trust will join the state in providing $1.25 million to cover the cost of the fees. Prospective applicants can visit www.naturalizeny.org or call the New Americans Hotline at 800.566.7636 by September 23 to enter the lottery. NaturalizeNY is open to New York residents who are green-card holders, earn under 300 percent of the federal poverty guideline and who do not qualify for a federal fee waiver. “We’re encouraging people who are eligible or think they are eligible to go on the website and learn their eligibility,” said Rosado. In highlighting the state’s commitment to immigrant communities, Rosado referenced Governor Andrew Cuomo’s establishment of the Office for New Americans (ONA) in 2013, which has assisted more than 120,000 immigrants learn English, earn citizenship and get entrepreneurial training. For assistance with NaturalizeNY, applicants can also stop into one of ONA’s 27 Opportunity Centers across the state, Rosado added. “Either way, we’re going to help you through the naturalization process,” she said. “It’s not that they don’t want to or don’t care ― there are clearly benefits to becoming a citizen that immigrants embrace,” remarked Jose Davila, Vice President for Policy and Government Relations for the Hispanic Federation. “But a big challenge is the $700 fee to apply for citizenship. They can choose between maybe paying rent or applying for citizenship for themselves and their spouses or their children.” Davila noted that the launch of NaturalizeNY is timely due to the recent Supreme Court deadlock on DACA/DAPA, and said the program can serve as an example for rest of the country on how states can be supportive of immigration. As part of the Naturalize New York effort, the Immigration Policy Lab at Stanford University researchers will survey applicants to collect information on applicants to help gauge the effectiveness of outreach programs and other services in inspiring immigrants to naturalize, explained Jenny. “Basically, the study is to help government to make smarter decisions,” Jenny said. Laura Gonzalez-Murphy, Director of ONA, said her office is seeking to connect with thousands of immigrants through the NaturalizeNY program. “We’re hoping to have enough applicants to issue all 2,000 fee waivers,” she said. “But added to that, the number of people who qualify for the federal fee waiver, we hope to help them receive assistance from our centers.” The ONA Opportunity Centers, 13 of which are located within New York City, support eligible immigrants throughout the naturalization application process. “We’re hoping to create awareness about our centers and seeking to have as many people as possible go there directly for assistance,” Gonzalez-Murphy said. Rosado explained that there is an economic benefit to the state in helping immigrants become U.S. citizens, as their earnings can increase once naturalized, leading to higher tax payments and reduced reliance on public assistance. “We also do it because it’s the right thing to do,” she remarked.
