Rehabbed West 215th Street stairs unveiled Story and photos by Gregg McQueen Step right up. The reconstruction of Inwood’s West 215th Step Street is finally complete. Originally built in 1915, the step street allows pedestrians a convenient connection between Park Terrace East and Broadway. The overhauled, 110-step passageway now features wider stairs, enhanced lighting and drainage, new handrails, trees with cobblestone beds and bike channels. Renovation began in January 2014 after the steps had fallen into disrepair, with local residents complaining of broken concrete and flooding. This past Wed., Feb. 3rd, members of the city’s Department of Design and Construction (DDC) and Department of Transportation (DOT) joined elected officials for a ribbon-cutting. “Inwood is known for its steep hills, and the West 215th Step Street serves as a vital means of access,” remarked Margaret Forgione, the DOT’s Manhattan Borough Commissioner. The steps provide an important link between the residential streets to the west and the shops and public transportation of Broadway, said DDC Commissioner Dr. Feniosky Peña-Mora. “It connects, in an aesthetically pleasing way, the commercial and the residential spaces,” he commented. Officials said the project got its start as early as 1999, when funds were allocated by State Senator Adriano Espaillat, who served in the State Assembly at the time. Espaillat, who resides near 215th Street, recalled that the previous steps were cracked and dangerous. “It was a pet peeve of mine,” he remarked. Additional funding to complete the $2.49 million makeover came from a federal grant and allocations made by former Councilmember Robert Jackson. The project, which the city once intended to finish in 2005, was marked by permit and construction delays. “The community has been very patiently waiting for years,” said Councilmember Ydanis Rodríguez. “The residents of Park Terrace heavily use this staircase. Finally, it’s done.” Rodríguez said that the reconstruction will make the area safer, and provide better access to the neighboring parks. While brighter lighting will provide enhanced vision and security at night, Peña-Mora said the lighting was designed to not distract residents in neighboring apartment buildings. “It was designed more to illuminate the steps, than to illuminate outwards towards the buildings,” he explained. “There was a lot of communication with the Community Board about that.” Peña-Mora said he hoped the step streets would be used by locals for exercise, and pointed out that the new stairs featured markings to let pedestrians know how many steps they’ve taken. The base of the staircase features motivational quotes from Nelson Mandela and Lao Tzu. Officials said that two historic lampposts were preserved during reconstruction and would be reinstalled at the site in late February. “The residents of Inwood are excited get the full use of these stairs again,” said Shah Ally, Chair of Community Board 12. “The new steps function well and are beautiful.
