DA Vance ventures north

María Luna was over the moon.
The Democratic District leader was in attendance this past Wed., Mar. 18th at the opening of District Attorney Cy Vance’s new office in Northern Manhattan.
“It was my idea,” claimed Luna, who reported that she had made a personal request in 2009 of District Attorney Vance that a satellite office be opened in Washington Heights.
“The services are going to be helpful,” said Luna.
Located at 530 West 166th Street, at the Triangle Building, the office is intended to serve a vital link between community residents and the DA’s office. Staff there will include bilingual members of the Community Partnerships, Domestic Violence, Immigrant Affairs, and Witness Aid Services Units, and residents can make appointments or simply stop in. Translation services will also be offered.
“Our new office will enable us to better serve the needs of Northern Manhattan residents and enhance public safety in the immediate area. With [this] location, members of the public will no longer have to travel downtown to report a crime or access vital services, saving time and money,” said Vance.
The Washington Heights office joins the Harlem office as satellites within Northern Manhattan.
The DA, who thanked Luna for her vision during his remarks, underscored the office’s inclusive nature.
“Regardless of where you come from, what language you speak, or your immigration status, you are welcome here.”
One area of focus will be to help abate and prevent crime in the area.
“Preventing a crime is easier than prosecuting one,” said Vance. During his tenure, the DA’s office has sought to engage youth in athletic and extracurricular pursuits.
Using forfeiture funds, for example, the DA’s office offers programs such as Saturday Night Lights (SNL), a weekend children’s professional sports training program, which includes basketball, volleyball, lacrosse, tennis and soccer practices. It has served 3,500 kids to date.
Jennifer Araujo, who will serve as the liaison between the Harlem and Washington Heights offices, said all members were committed to meeting the Northern Manhattan community’s needs.
“We will work closely with the Harlem office to bridge the gap between law enforcement and the community,” she said.
Joselinne Minaya will serve as Office Director.
“I look forward to coming back home,” said Minaya, who was born and raised in Washington Heights.
Attendees enjoyed a musical presentation from performing arts students from Gregorio Luperon High School.
The office’s inauguration featured remarks from local elected officials, including Councilmember Ydanis Rodríguez, community leaders such as Dr. Rafael Lantigua, and People’s Theatre Project’s (PTP’s) Artistic and Co-Executive Director Mino Lora. She said she was looking forward to the positive impact the new satellite office would have on many of the social issues that PTP participants grapple with.
“The office is going to be proactive in helping people,” said Lora.
The DA could not help but marvel at the new uptown space.
“[This office] is spectacular,” said Vance. “After 5 years, I am glad that we are here.”

AT YOUR SERVICE
The Community Partnerships, Domestic Violence, Immigrant Affairs, and Witness Aid Services Units will each staff the Washington Heights Office on a rotating, weekly basis, serving residents by:
Community Partnerships Unit
- Building and sustaining partnerships with the community to prevent crime and enhance public safety;
- Working with the community, schools, and law enforcement to address crime concerns;
- Scheduling presentations about the criminal justice system and public safety issues; and,
- Coordinating the High School Summer Internship Program, Saturday Night Lights Program, and Reentry Forums.
Domestic Violent Unit
- Investigating and prosecuting crimes against family members and intimate partners;
- Assisting victims by working with advocates and counselors through a multidisciplinary approach; and,
- Collaborating with the community through outreach, education, and training.
Immigrant Affairs Unit
- Receiving complaints that deal with criminal acts by notarios and fake attorneys, as well as employment and housing scams;
- Investigating and prosecuting financial fraud committed against immigrants; and,
- Educating the community about fraud to help residents avoid exploitation.
Witness Aid Services Unit (WASU)
- Meeting with victims, witnesses, and their families to assess their social services, emotional, and safety needs;
- Offering crisis intervention and individual counseling;
- Advocating for victims and referring them to organizations and screenings for government benefits; and,
- Providing victims with case information and answering questions about the criminal justice process.

María Luna estaba en la luna.
El líder demócrata del distrito estuvo presente el pasado miércoles 18 de marzo en la inauguración de la nueva oficina del fiscal de distrito, Cy Vance, en el norte de Manhattan.
“Fue mi idea”, afirmó Luna, quien informó que hizo una petición personal en 2009 para que una oficina satélite del fiscal del condado Vance se abriera en Washington Heights.
“Los servicios van a ser útiles”, dijo Luna.
Ubicada en el 530 de la calle 166 oeste, en el edificio Triángulo, la oficina pretende servir como enlace vital entre los residentes de la comunidad y la oficina del fiscal. “Nuestra nueva oficina nos permitirá atender mejor las necesidades de los residentes del norte de Manhattan y mejorar la seguridad pública en el área inmediata. Con esta ubicación, el público ya no tendrá que viajar hasta el centro para denunciar un delito o tener acceso a servicios vitales, ahorrando tiempo y dinero”, explicó Vance.
La oficina de Washington Heights se une a la de Harlem como satélites dentro del norte de Manhattan.
El fiscal, quien agradeció a Luna por su visión durante su intervención, subrayó la naturaleza de la oficina.
“Independientemente de donde venga usted, qué idioma hable o cuál sea su estatus migratorio, es bienvenido aquí”.
Un área de enfoque será ayudar a reducir y prevenir la delincuencia en la zona.
“Prevenir un crimen es más fácil que procesarlo”, dijo Vance. Durante su mandato, la oficina del fiscal ha buscado involucrar a los jóvenes en actividades atléticas y extracurriculares.

“La oficina va a ser proactiva en ayudar a la gente”, señaló Lora.
El fiscal no pudo evitar maravillarse con el nuevo espacio en el norte del condado.
“[Esta oficina] es espectacular”, dijo Vance. “Después de 5 años, me alegro de que estemos aquí”.

Unidad de Alianzas Comunitarias
- Crea y sostiene alianzas con la comunidad para prevenir el crimen y mejorar la seguridad pública.
- Trabaja con la comunidad, las escuelas y la policía para abordar preocupaciones sobre crímenes.
- Concierta presentaciones sobre el sistema de justicia penal y la seguridad pública.
- Coordina los programas del Programa de Pasantías de Verano, el programa de deportes para jóvenes Saturday Night Lights y los Foros de Reinserción a la Comunidad.
Unidad de Violencia Domestica
- Investiga y procesa delitos entre parientes y parejas.
- Utiliza estrategias multidisciplinarias, trabajando junto a consejeros y defensores, para ayudar a las víctimas.
- Colabora con la comunidad para ayudar a las víctimas por medio del compromiso comunitario, la educación y el entrenamiento.
Unidad de Asuntos del Inmigrante
- Recibe quejas sobre los hechos criminales de notarios, abogados falsos, estafas de empleo o vivienda y otros tipos de crimen financieros.
- Investiga y procesa casos de fraude financiero cometidos contra inmigrantes.
- Educa la comunidad en general acerca de cómo prevenir las estafas.
Unidad de Asistencia a Víctimas (WASU por sus siglas en ingles)
- Se reúne con víctimas, testigos y sus familias para evaluar sus necesidades sociales, emocionales y de seguridad.
- Proporciona ayuda en caso de crisis y consejería individual.
- Remita las víctimas a organizaciones para evaluación de asistencia pública y otros servicios.
- Provee información sobre el caso a las víctimas y contesta preguntas sobre el proceso de justicia penal.
