Story by Gregg McQueen Photos by Gregg McQueen, Luis Puntiel and Cris Vivar The answer would be “No.” After months of speculation, a heated neighborhood protest, a delayed City Council vote, and plenty of pointed exchanges on social media, Councilmember Ydanis Rodríguez revealed the news: he would not vote in support of a spot rezoning application to allow a 15-story residential building at the corner of Sherman Avenue and Broadway. Hours ahead of an expected Council vote on August 16 on the proposal by developers Washington Square Partners and Acadia Realty Trust to build a mixture of market rate and affordable housing at the current site of the old Packard Building, Rodríguez held a press conference at the site to advise the community where he stood on the issue. Community members opposing the Sherman Plaza project arrived in numbers ahead of the press conference, carrying signs imploring Rodríguez to vote against the plan and denouncing gentrification. Though Rodríguez was pushing for 50 percent affordable housing in the project, opponents of Sherman Plaza charged that would not be possible at levels that were affordable to area residents. Critics also worried that the project could mar views of Fort Tryon Park and open the door to a wave of high-rise development uptown. Tensions were high when Rodríguez, accompanied by family members and staffers, arrived. Many in the crowd booed and heckled the Councilmember. Rodríguez admonished noisemakers in the crowd, even threatening to leave if they did not quiet down. He then issued wide-ranging remarks, in which he pointed out the lack of affordable housing in Northern Manhattan, discussed his commitment to the immigrant community and noted that he had never voted in favor of rezoning projects before. “I remain a voice for the voiceless, in fighting against gentrification, and fighting against the forces of inequality,” he insisted. When Rodríguez said he was a supporter of the mayor’s Mandatory Inclusionary Housing (MIH) plan, community members responded with heavy booing, likely anticipating Rodríguez to reveal he was voting in favor of Sherman Plaza. But the mood turned in an instant. “We have not been able to get to a point where I feel it is in the community’s best interests to move this spot rezoning forward,” announced Rodríguez. “Therefore, I tell you that of this moment, I will not be supporting the rezoning at Sherman and Broadway.” Many burst immediately into cheers. Local resident Monique said she was confident that the community opposition changed Rodríguez’s mind on the project. “It was the pressure of the people,” she remarked. “When people unite, and we push politicians to do what we elect them for and be our voice, they have to do it.” But Inwood resident Sam Biagetti opined that Rodríguez caved to community pressure because he was “terrified.” “The pattern we’ve seen from him is he’s afraid to take a position one way or another,” Biagetti said. Biagetti expressed concern that Rodríguez had not explicitly stated in his remarks that he would vote no at the Council meeting, leaving the possibility open for a midnight deal with developers. “Or, he could abstain, which throws the whole City Council into chaos, because they don’t know how to vote,” said Biagetti. Inwood resident Mariela indicated she was pleased with Rodríguez’s announcement that he wouldn’t back Sherman Plaza. “I’m happy he’s not going to vote yes,” she said. “I was worried he was for it.” A neighborhood resident for 28 years, Mariela said she was concerned that large-scale development in Inwood would drive up rents for low-income tenants. “If rents go up, I’d have to leave myself,” she remarked. “I don’t think that building is right for this area.” Speaking to reporters after the press conference, Rodríguez declined to give details on what factors of the rezoning proposal swayed his decision. He suggested that the developer could withdraw the application since the local Councilmember did not support the proposal.
