New Speaker Heastie in Harlem

Recently appointed State Assembly Speaker Carl Heastie joined the Rev. Al Sharpton at the National Action Network (NAN) in Harlem this past Sat., Feb. 7th.
It marked Heastie’s first community appearance since being named to replace longtime Speaker Sheldon Silver, who was forced to resign in the aftermath of federal corruption charges.
Heastie spoke to a packed room at the House of Justice, NAN’s headquarters on Lenox Avenue, which hosts regular Saturday morning gatherings.
In his remarks, he said it was an honor to become the first African-American Speaker in state history.
“It’s such a blessing that’s been given to me,” stated Heastie.
“For me to have the opportunity to be elected as the first African-American Speaker, not only for me to make history and break that glass ceiling, but for it to be done during Black History Month, and then to follow behind that to give tribute to Martin Luther King Jr., was a day that I know that I will never forget,” he said.
Now in one of state government’s most powerful positions, the 47-year-old Heastie will work alongside Governor Andrew Cuomo and State Senate Majority Leader Dean Skelos — the proverbial “three men in a room” — to lead budget negotiations, set committee assignments and direct the flow of legislation.
Heastie said that he has the qualifications to help shape the state budget.
“I was a budget analyst by trade,” said Heastie, who has an MBA in Finance from Baruch College. “I’m not going to be at a disadvantage sitting at that table with the other two gentlemen.”
The Speaker also stressed that he expected to remain connected to community residents and their concerns – and that his appointment would do little to distort his sense of self.
“I’m still Carl,” he said.
“Nothing is going to change about me. The only thing that changes is now I’m going to be able to sit at the table and represent all of you.”
Sharpton lauded Heastie’s historic appointment and praised his character.
“We’re not proud of him because he’s black, we’re proud because he’s right,” said Sharpton.
He too highlighted the historic nature of Heastie’s election – by contrasting it to that of another barrier broken.
“We had a black President of the United States before we had a black Speaker of the New York State Assembly.”
Acknowledging that Heastie’s soft-spoken demeanor contrasts with his own blustery style, Sharpton said the new Speaker would still get things done.
“He doesn’t holler loud like me,” remarked Sharpton. “But he ain’t no punk.”
The Reverend was also critical of recent media coverage he said had unfairly sought to case doubts on the new Speaker’s record – and he spoke sharply against calls for a new negotiation process.
“Don’t talk about breaking up the trio now; we just got in the trio,” he said. “Let’s sit at the table, and talk about a budget that would take care of educating our children, and taking care of our seniors and taking care of public housing. Don’t try to rearrange how we going to discuss these things now.”
Heastie told attendees that he had their best interests at heart.
“In Albany, all of you will be sitting at the table with me,” he stated.
Also at the rally were the families of Eric Garner and Ramarley Graham, who were killed in incidents involving police officers.
18-year-old Graham was shot by police inside his Bronx home, which is located in Heastie’s Assembly District.
Heastie personally greeted Franclot Graham, Ramarley’s father, who, in turn, recounted the support the Assemblymember had provided in 2012.
“For days, we could not find my son’s body,” recalled Franclot of the aftermath of his son’s death. “Carl made those calls [for us].”

Heastie told those families that the criminal justice system needed to go through reform.
Bronx Borough President Rubén Díaz Jr., who attended the rally, praised the Heastie appointment.
“If folks are looking for a coalition builder, someone who’s firm but fair, Carl Heastie is that guy,” remarked Díaz.
With the Assembly still reeling from Silver’s scandal, Díaz said that Heastie’s style would help the state government regain the trust of New Yorkers.
“It’s time to heal and move forward,” said Díaz.
It was a busy weekend across the city for the Speaker, as he also attended services at the Butler Memorial United Methodist Church in the Bronx and met with Mayor Bill de Blasio in Brooklyn on Sunday to underscore his support for greater affordable housing. He met with residents and tenant leaders of Ebbets Field Apartments, a rent-stabilized complex of 1,500 units in Crown Heights.
“This is going to be our No. 1 priority,” said Heastie. “To extend and strengthen rent regulation in the city of New York — to partner with the Mayor in his vision for affordable housing.”

El recientemente nombrado Portavoz de la Asamblea Estatal, Carl Heastie, se unió al reverendo Al Sharpton en la Red de Acción Nacional (NAN por sus siglas en inglés) en Harlem, el pasado sábado 7 de febrero.
Esto marcó la primera aparición en la comunidad de Heastie desde que fue nombrado para reemplazar al Portavoz de mucho tiempo, Sheldon Silver, quien se vio obligado a dimitir a raíz de los cargos federales de corrupción.
Heastie habló ante un auditorio repleto en la Casa de Justicia, sede de NAN en la avenida Lenox, donde se celebran reuniones regulares los sábados por la mañana.
En su discurso dijo que era un honor ser el primer Portavoz afroamericano en la historia del estado.
“Es una bendición que he recibido”, declaró Heastie.
“Para mí tener la oportunidad de ser elegido como el primer Portavoz afroamericano, no sólo por hacer historia y escalar nuevos peldaños, sino que fuera hecho durante el Mes de la Historia Negra, y luego rendir homenaje a Martin Luther King Jr., es un día que yo sé que nunca voy a olvidar”, dijo.

No traten de reorganizar la forma en que vamos a discutir estas cosas ahora”.

“En Albany, todos ustedes estarán sentados en la mesa conmigo”, afirmó.
También en la reunión estuvieron las familias de Eric Garner y Ramarley Graham, quienes murieron en incidentes relacionados con los agentes de policía.
Graham, de 18 años de edad, fue baleado por la policía dentro de su casa del Bronx, que se encuentra en la asamblea del distrito de Heastie.
Heastie saludó personalmente a Franclot Graham, el padre de Ramarley, quien relató el apoyo que el asambleísta le proporcionó en 2012.
“Durante días no pudimos encontrar el cuerpo de mi hijo”, recordó Franclot de las secuelas de la muerte de su hijo. “Carl hizo esos llamados [por nosotros]”.
Heastie dijo a las familias que el sistema de justicia penal necesitaba seguir adelante con la reforma.
El presidente del condado del Bronx, Rubén Díaz Jr., quien asistió a la concentración, elogió el nombramiento de Heastie.
“Si la gente está buscando a un constructor de coaliciones, alguien que sea firme pero justo, Carl Heastie es ese tipo”, comentó Díaz.
Con la Asamblea todavía aturdida por el escándalo de Silver, Díaz dijo que el estilo de Heastie ayudará al gobierno estatal a recuperar la confianza de los neoyorquinos.
“Es tiempo de sanar y seguir adelante”, dijo Díaz.
Fue un ajetreado fin de semana a través de la ciudad para el nuevo portavoz, ya que también asistió a los servicios en la Iglesia Metodista Unida Butler Memorial en el Bronx y se reunió con el alcalde Bill de Blasio en Brooklyn, para enfatizar su apoyo por una mayor cantidad de viviendas asequibles. Se reunió con los residentes y líderes de inquilinos de Ebbets Field, un complejo de apartamentos de renta estabilizada de 1,500 unidades en Crown Heights.
“Esto va a ser nuestra prioridad número 1”, dijo Heastie. “Ampliar y fortalecer la regulación del alquiler en la ciudad de Nueva York, asociarnos con el alcalde en su visión de vivienda asequible”.
