The following is a summary of the items presented at the monthly Community Board 12 General Meeting at the Isabella Geriatric Center on Tues., Oct. 25th.
CB12 Passes Resolution in support of street co-naming in honor of Joe Louis
CB12 unanimously voted to support a resolution introduced by the Traffic and Transportation Committee to co-name the northwest corner of West 159th Street and Edgecombe Avenue as “Joe Louis Place.”
Community Board 12 voiced wide support for the co-naming of the street and stated in the resolution that “Joe Louis was not only a sports icon, but a committed and shining light of a gentleman, as well as a beloved neighbor and wonderful member of our community, having lived in Sugar Hill for many years.”
Relocation of CUNY in the Heights program
During the District Manager’s report, Ebenezer Smith announced that the City University of New York has informed CB12 of its plans to relocate the CUNY in the Heights program from its current location at The Good Shepherd School on Isham Street, to the Inwood Center located at 5030 Broadway.
Although the announcement was made several months ago, due to zoning regulations, CUNY in the Heights has not been able to finalize the move. CUNY is currently seeking a mayoral override of the zoning requirement, which would allow a school in the zone. Although the mayoral override is a discretionary action, it will require an overall review of the proposed project in accordance with the New York City environmental quality review process. CUNY is hoping to reach an agreement by the end of the year.
Traffic changes
The New York City Department of Transportation (DOT) will begin to implement traffic changes as part of the ‘Traffic Calming Project’ outlined in recent months.
DOT has already begun working in the area of West 181st Street, installing new parking regulations for time-specific delivery windows for commercial vehicles. Thus far, notifications in English and Spanish have been distributed to the merchants in the area.
New Department of Sanitation winter operation schedule announced
As announced this past Tuesday, Section‘123’ from the West 183rd Street to Dyckman Street and Overlook by West 184th Street will not have its garbage collected at nighttime. In addition, the Department of Sanitation has notified CB12 that there will be a dozen additional sanitation workers to cover snow cleanup in the event of storms.
Garden Café gets CB12 support despite neighbor complaints
Garden Café has received the full support of the board after they voted to pass a resolution in support of the renewal of their wine and beer license.
The restaurant, located on Broadway between West 207th and Isham Streets, had received opposition from neighbors and residents of 101 Cooper Street, the building located directly behind the restaurant’s outdoor garden. In response, about a dozen patrons and musicians who perform in the outdoor space were present at the meeting to provide testimony about how important the café is.
“We need to protect live music and art in Northern Manhattan,” said Annette Aguilar, a local musician and educator who performs at the Garden Cafe. “The Garden Café is a place that supports uptown local artists, and we need to support it,” she said.
Karla Fisk, a resident from 101 Cooper did not voice the same sentiment. “I support and enjoy the Garden Café but their music is played only a few feet from our windows, homes, and bedrooms where children are sleeping,” said Fisk.
Gus Anton, owner of Garden Café, said that he has been working to address and accommodate neighbor’s complaints and he has even reduced the performance schedule. “We have performances twice a week instead of four, and the music is shut down by 10:30 pm.,” he said.
While CB12 ultimately voted in support of the license renewal for Garden Café, the board only serves as an advisory board. The SLA will have the final word at the end of the month.
CB12 supports 12 liquor licenses, and rejects 5
CB12 members followed the lead of their Economic Development Committee and gave the green light for on-premise liquor licenses to Aquamarina, Villapatron, and Tacos y Burritos el Primito.
CB 12 also supported the renewal and new wine licenses for Nayelin Bar & Restaurant, Garden Café, Galicia Segundo Restaurant, Pick & Eat, Lina Restaurant, Beans and Vines, El Monte Restaurant, Puma Pizzeria Restaurant and Maldonado Restaurant.
Also following the lead of the economic development committee, CB12 opposed liquor or wine licenses for Tomas Restaurant Corp. Rageely Restaurant, ES Café, 186 Dyckman Street, and La Caridad # 2 Restaurant.
The next General Community Board 12 Meeting will be held on Tues., Nov. 22nd at 7 pm at the Vivian and Seymour Milstein Family Heart Center in the Myrna Daniels Auditorium, located at 173 Ft. Washington Avenue, between West 165th and 168th Streets.

CB12 aprueba resolución en apoyo del nombramiento de una calle en honor a Joe Louis
CB12 votó unánimemente en apoyo de una resolución introducida por el Comité de Tráfico y Transportación para conombrar la esquina noroeste del oeste de la Calle 159 y la Avenida Edgecombe como “Joe Louis Place”.
La Junta Comunal 12 dio un amplio apoyo para el nombramiento de la calle e indicó en la resolución que “Joe Louis no sólo fue un icono de los deportes, sino un comprometido y brillante caballero, como también un querido vecino y maravilloso miembro de nuestra comunidad, habiendo vivido en Sugar Hill por muchos años”.
Reubicación del programa CUNY in the Heights
Durante el reporte del Gerente de Distrito, Ebenezer Smith anunció que la Universidad de la Ciudad de Nueva York había informado a CB12 de sus planes de reubicar el programa CUNY in the Heights de su actual ubicación en la Escuela Good Shepherd en la Calle Isham, al Centro Inwood localizado en el 5030 de Broadway.
Aunque el anuncio fue hecho hace varios meses, debido a regulaciones de zonificación, CUNY in the Heights no ha podido finalizar su mudanza. CUNY actualmente está buscando una anulación mayoral al requisito de zonificación, el cual permitiría una escuela en la zona.
Aunque la anulación mayoral es una acción a discreción, se requiere una revisión general del proyecto propuesto en acuerdo con el proceso de calidad ambiental de la ciudad de Nueva York. CUNY espera llegar a un acuerdo a finales del año.
Cambios de Tráfico
El Departamento de Transportación de la ciudad de Nueva York (DOT, por sus siglas en inglés) comenzará a implementar cambios en el tráfico como parte del ‘Proyecto Reducción de Tráfico’ descrito en meses recientes.
DOT ya ha comenzado a trabajar en el área del oeste de la Calle 181, instalando nuevas regulaciones de estacionamiento para tiempos específicos de entrega para vehículos comerciales. Hasta ahora, notificaciones en inglés y español han sido distribuidas a los comerciantes en el área.
Anuncian nuevo itinerario de invierno para el Departamento de Sanidad
Como anunciado este pasado martes, la Sección ‘123’ desde el oeste de la Calle 183 y la Calle Dyckman y Overlook en el oeste de la Calle 184 no tendrán la recolección de basura durante la noche. Además, el Departamento de Sanidad notificó a CB12 que habrá 12 empleados de sanidad adicionales para cubrir la limpieza de nieve en el evento de tormentas.
Garden Café recibe el apoyo de CB12 a pesar de las quejas de los vecinos
Garden Café recibió el apoyo completo de la junta luego de que votaran para pasar una resolución en apoyo de la renovación de su licencia de vino y cerveza.
El restaurante, localizado en Broadway entre el oeste de la Calle 207 y la Calle Isham, ha recibido oposición de vecinos y residentes del 101 de la Calle Cooper, el edifico localizado directamente detrás del jardín exterior del restaurante. En respuesta, cerca de una docena de clientes y músicos que se presentan en el espacio abierto estuvieron presentes en la reunión para proveer testimonio acerca de cuan importante es el café.
“Necesitamos proteger la música en vivo y el arte en el Norte de Manhattan”, dijo Annette Aguilar, una música local y maestra que se presenta en el Garden Café. “El Garden Café es un lugar que apoya los artistas locales, y nosotros tenemos que apoyarlo”, dijo ella.
Karla Fisk, residente del 101 de la Calle Cooper no presentó el mismo sentimiento. “Yo apoyo y disfruto el Garden Café pero su música es tocada solo a algunos pies de nuestras ventanas, hogares y dormitorios donde hay niños durmiendo”, dijo Fisk.
Gus Anton, dueño del Garden Café, dijo que el ha estado trabajando para dirigir y acomodar las quejas de los vecinos y hasta ha reducido el itinerario de presentaciones. “Tenemos presentaciones dos veces a la semana en lugar de cuatro, y la música se acaba a las 10:30 p.m.”, dijo el.
Aunque CB12 votó en apoyo de la renovación de licencia del Garden Café, la junta sólo sirve como una junta asesora. El SLA tendrá la última palabra al final del mes.

Miembros de CB12 siguieron los concejos del Comité de Desarrollo Económico y dieron luz verde a las licencias de licor de Aquamarina, Villapatron y Tacos y Burritos El Primito.
CB12 también apoyo la renovación y nueva licencia de Nayelin Bar & Restaurant, Garden Café, Galicia Segundo Restaurant, Pick & Eat, Lina Restaurant, Beans and Vines, El Monte Restaurante, Puma Pizzería Restaurant y Maldonado Restaurant.
