In early May Police Commissioner Raymond Kelly announced a shift in roles for 40 of his top commanders. One of them included our very own Deputy Inspector Andrew Capul, the long time commanding officer of the 34th Police Precinct. Deputy Inspector Capul, who has been in command of the precinct since January 2006, has moved on to Patrol Borough Manhattan North to work closely with Chief Phillip Banks, who is the commanding officer of Manhattan North.
Deputy Inspector Capul leaves a strong legacy. He presided over an unparalleled five-year period of crime reduction in the precinct. All major crime indexes significantly declined during his tenure, while arrest and summonses for quality of life, crime and noise violations dramatically increased.
Deputy Inspector Capul enhanced the 34th Precinct’s relationship with local residents, business owners, community based organizations, public officials and community leaders. He worked closely with them all on crime fighting and public safety initiatives. He was a constant presence at neighborhood meetings, town halls and other public forums, and his depth of knowledge, facts and figures made the 34th Precinct Community Council’s monthly meetings the place for community residents and business owners to obtain the latest information about public safety in Washington Heights and Inwood. Deputy Inspector Capul’s initiatives and strategic planning successfully combated crime in the precinct and made our neighborhood one of the safest in the city.
Here are some of his accomplishments:
He obtained and secured the NYPD’s Sky Watch tower and positioned it on the west end of Dyckman Street, W. 190th Street and Amsterdam Avenue to combat quality of life conditions.
He worked closely with the 34th Precinct Community Council to host the 2009 National Night Out Against Crime event where Mayor Michael Bloomberg and Police Commissioner Raymond Kelly joined area residents in a day of fun and food.
He coordinated the confiscation of vehicles and motorcycles that created quality of life disturbances.
He drove violent crimes down to the precinct's historic low.
Finally, he reinvigorated the relationship between the community and the police.
We wish Deputy Inspector Andrew Capul the very best in his new assignment, and all his future endeavors.
